What is the best tuning and rig set-up for a Tool-esq. sound?

Trying to replicate something that is stylisticly like Adam Jones sound. What is the best tuning for this effect. Also in terms of an affordable rig, what's the best set-up. Not name brand really, just vacuum tube vs. solid state, or pedal effects types. I have a telecaster, so obviously it's never going to sound like a starburst Les Paul. Any insight would be appreciated.
