overhead cam engines don't use push rods. many do use adjustment disc's that are some what similar to a push rod though. as far as valve springs and valve seats they are required on both. high rpm's are not dependant on cams location but an overhead cam takes less modifications to run at higher rpm's. it is mostly the cam lift, duration and valve spring tension that dictate maximum rpm as far as valve train.
