Is my mechanic ripping me off to fix turbo on '03 Audi A4?

I had to pay $3200 to repair my '03 Audi A4 1.8L Turbo (w/95k miles) because sludge built up in the engine and damaged it. As I went to pick the car up, my mechanic said he needs to replace the turbo because it's causing no power and will cost me additional $2000. He was willing to cover the labor but now I have to pay $1200 for the parts. I'm skeptical whether he messed the turbo up when he repaired the engine.
Is that a possibility? I've worked with the guy several times and his service company has a high-end but decent reputation. I want to know he screwed it up or is legit.
